§ 13.40.011. Sewage input—From vehicles.

  • All owners, operators and drivers of tank trucks or other vehicles or devices who discharge septic tank sludge or commercial wastes into the sewage system of the city shall first obtain a license from the city clerk for the sum of fifty dollars, and shall post a bond issued by an insurance company licensed to do business in the State of Illinois in the sum of five thousand dollars, payable to the City of Morris for the purpose of indemnifying the city against any and all damage resulting from the use of the city's sewage system. In addition:

    A.

    A sample of each load of material to be discharged into the sewage system of the city shall be taken to determine its safety and suitability for discharge into the sewage system of the city.

    B.

    Dumping hours for tank trucks and other such devices are hereby restricted to the hours between 7:30 a.m. and 3:00 p.m. Monday through Friday, excluding city holidays.

    C.

    All dumping and discharge of matter into the sewage system of the city is further restricted to such areas and to such days as is specified by the treatment plant operator of the city.

    D.

    A ticket shall be made prior to the discharge of each load of material into the sewage system of the city, showing who the hauler or discharger is and from where the load was obtained. The ticket shall be signed by the driver of the vehicle transporting this material.

    E.

    The fees for discharging into the city sewer system shall be as follows:

    1.

    Eighty dollars per load for vehicles with a tank capacity of one thousand gallons or less;

    2.

    One hundred twenty dollars per load for vehicles with a tank capacity of over one thousand gallons yet less than two thousand gallons;

    3.

    Two hundred dollars per load for vehicles with a tank capacity of over two thousand gallons yet less than three thousand;

    4.

    For vehicles with a tank capacity of more than three thousand gallons, the fee per load shall be calculated at $0.08 per gallon;

    5.

    Fees may be determined on a case by case basis by the city when the city determines that unusual wastes or other circumstances are involved. The unilateral determination of the city shall be binding.
