§ 13.08.010. Water service connection—Application—Fee.

    Every person desiring a new water service tap shall make application therefor in writing to the city clerk. Such application shall state the location of the premises, the legal description, the size of the pipe required and the approximate location where such service will enter the premises. Taps or connections to the water mains will then be under the supervision of the superintendent of the water and sewer department. Taps shall be paid for before they are made and no person other than an authorized person shall make any such tap or connection. Effective immediately, the fees for a water tap or connection for all buildings shall be as follows:

    Single-family residence $750.00
    Residential duplex, triplex or quad $750.00 per unit
    Apartments over four units $750.00 per unit
    Commercial and industrial $1,500.00 per unit

    The water and sewer tap-on fee for multifamily housing shall be paid to the City of Morris following the receipt of a completed building permit application and prior to the issuance of a building permit consistent with the following schedule:

    The water and sewer tap-on fee for each additional four units over and above a sixteen unit apartment complex shall be assessed an additional water tap-on fee of seven hundred and fifty dollars per additional four units and seven hundred and fifty dollars sewer tap-on fee for each additional four units.

    B.

    The expense of labor and materials to install the tap or connection to bring the water lines to the property line of the premises and all other labor and materials shall be paid for by the applicant. Prior to or at the same time the tap or connection is made to the water main, an authorized employee of the city water and sewer department shall install a water meter for the premises upon payment by the applicant to the city clerk of the actual costs thereof. No person other than an authorized employee of the city water and sewer department shall install such water meter and payment of the charge shall be made before it is installed.

    C.

    If a public street or alley is excavated or otherwise disturbed in making either water or sewer connections, the property owner or applicant shall pay for all labor and materials to repair or replace such street or alley to its original condition and prior to excavating a public street or alley, the amount of one thousand dollars shall be paid into the city treasury before receiving a permit as a guarantee that the work shall be done in a good and workmanlike manner; provided that any person depositing the guarantee as aforesaid, may be refunded such sum at the expiration of ninety days after completion of the work on presenting to the city clerk, a certificate from the superintendent of the water and sewer department, certifying that the work has been done in a good and workmanlike manner.

    All such permitted excavations must be completed and the street or alley returned to its original condition within fifteen days. Failure to return the street or alley to its original condition shall cause the bond to be forfeited.

    D.

    All payments made upon water service bills for water service within the city shall be made through the First Midwest Bank of Morris as collecting agent for such bills.
